Lactiferous Amendments[edit | hide all | hide | edit source]

LA01. The Carta Caelorum shall now be renamed to Carta Caelorum II, to note the significant changes that this amendment brings.

Preamble[edit | hide | edit source]

We, the Citizens of Sky Haven, in order to establish a stable and democratic government, its powers, and the rights of the people, hereby enact this document as our fundamental law, which no other law shall supersede.

Basic Provisions[edit | hide | edit source]

BP01. The official full name of Sky Haven shall be the Celestial Mandate of Sky Haven.

Daimon[edit | hide | edit source]

TD01. The Daimon shall consist of the Omukama, the Ihase, and the Archonate.

TD02. The Daimon shall be empowered to provide ceremonial titles to members of Sky Haven based on criteria defined in other official laws, regulations, and rules of Sky Haven.

TD03. The Daimon shall administer all elections within Sky Haven.

TD03. (1) A Daimon may not administer an election that they are participating in.

Omukama[edit | hide | edit source]

OK01. The founder SkyGreen shall be known as the Omukama, who will serve as the Head of State of Sky Haven, which shall include holding representative and military authority.

OK01. (1) The Omukama's nation is Brox Reple.

OK01. (2) The Omukama may issue declarations of war that shall not go into effect until approved by the Lawgrove by a two-thirds majority vote.

OK02. The Omukama shall hold the founder powers of Sky Haven and may use them as they see fit to provide peace and stability to the region.

OK03. The Omukama, or their designated Deputy, may grant the status of citizenship to any resident. Further criteria shall be defined through other laws.

OK04. The Omukama may dissolve the Government and create their own in cases of emergency, as well as on request of the Government.

OK05. The Omukama shall be explicitly empowered to ensure proper moderation and administration of all official regional communication platforms as befits an Administrator of an internet platform regardless of implications in in-game terms, including the appointment of additional Administrators and Moderators.

OK06. The Omukama shall be empowered to grant Celestial Assent. Celestial Assent is necessary for promulgation, as well as the ratification of interregional treaties of Sky Haven.

Archonate[edit | hide | edit source]

OA01. The Archonate is the main advisory council of Sky Haven, named in such a way as to honour the original eight founders. A member of the Archonate is called an Archon.

OA02. Honorary Octarchon shall include Ervald Silverblum, First Magistrate Grandfather Clock, First Archmagistrate Josi Sedai, First Majordomo Maowi, First Janus and First Keeper of the Grove Rotasu Broxenion-Moreaux, Siphlygon Lacerta-Asteorra, First Magistrate Seva, and Demiurge SkyGreen Broxenion.

OA02. (1) Honorary Octarchon is a ceremonial title. Unless explicitly stated, any reference to the Archonate does not include the Honorary Octarchon

OA03. The current Archons are Ervald Silverblum, Grandfather Clock, Rotasu Broxenion-Moreaux, Siphlygon Lacerta-Asteorra, Seva, Jamie of Fraelands, and Istillian Razedusk-Jormunr.

Ihase[edit | hide | edit source]

IH01. The Ihase shall be the official successor of the Omukama.

IH02. The Ihase is appointed by the Omukama, whose decision requires Archonate approval.

IH03. The Ihase may be removed by:

  1. The Omukama
  2. The Archonate following a simple majority vote
  3. The Lawgrove following a majority vote with over 2/3rds support

The Government[edit | hide | edit source]

TG01. In the interest of forming a stable regional authority, a government consisting of three branches shall be established in Sky Haven:

  • The Domus, which shall hold Executive Authority;
  • The Lawgrove, which shall hold Legislative Authority;
  • The Janiculum, which shall hold World Assembly Authority;
  • The Magistrates, which shall hold Judicial Authority.

TG02. All officers of the Government must be citizens of Sky Haven.

Domus[edit | hide | edit source]

The Majordomo[edit | hide | edit source]

DM01. The Majordomo shall be the Head of Government (HoG) of the region and run the day-to-day operations of the region along with their Magnadomo, the Vice HoG, and the Minordomos, the Cabinet.

DM02. The position of Majordomo shall be up for election every ninety (90) days on a ticket with the Magnadomo.

DM03. In the event of a vacancy for reasons other than the expiration of the term in the position of Majordomo, the Magnadomo shall resign and assume the position of Majordomo for the rest of the term.

DM03. (1) Should there be a vacancy of both the Majordomo and Magnadomo office, a special election shall be organized. The Omukama shall temporarily appoint a Daimon to assume the position of Majordomo and another Daimon to assume the position of Magnadomo.

DM04. In the event of a vacancy for reasons other than the expiration of the term in the position of Magnadomo, the Majordomo shall appoint a Magnadomo subject to Lawgrove approval through a simple majority vote.

Duties of the Majordomo[edit | hide | edit source]

DM05. The Majordomo shall be the Chief Domestic Officer of Sky Haven, with discretion over the employment and integration of citizens of the region and cultural apparatuses.

DM06. The Majordomo shall be the Chief Diplomatic Envoy of the Omukama, with discretion over relations with other regions and in-game embassies.

Powers of the Majordomo[edit | hide | edit source]

DM07. The Majordomo may appoint Minordomos with the approval of the Lawgrove through a simple majority vote.

DM08. The Majordomo may declare a citizen a persona non grata at their own discretion.

DM08. (1) Such a declaration can not affect any Daimon, Keeper of the Grove, Janus, or Magistrate, without Omukama approval.

DM08. (2) Declarations need to be presented to the Daimons, but do not need to be public.

DM09. The Majordomo may absolve the Magnadomo and any of the Minordomos of their duty. Such a decision needs to be approved by any of the Daimon before it is considered in effect.

Lawgrove[edit | hide | edit source]

Legislative Assembly[edit | hide | edit source]

LG01. To establish a legislative body in which the people of this region can voice their views, the Lawgrove shall be the legislative assembly of Sky Haven where all citizens can present, critique, or vote on legislation.

The Keeper of the Grove[edit | hide | edit source]

LG02. The Keeper of the Lawgrove shall preside over discussions in the Lawgrove.

LG03. The Keeper shall be tasked with administering votes within the Lawgrove and maintaining the regional law archive.

LG04. The position of Keeper shall be up for election every ninety (90) days.

LG05. In the event of a vacancy for reasons other than the expiration of the term in the position of the Keeper, the Daimon shall administer a special election.

LG06. The Keeper shall upon the passing of a law send it to the Magistracy for a review, while also sending a request for Celestial Assent to the Omukama.

Powers of the Lawgrove[edit | hide | edit source]

LG07. The Lawgrove shall have the power to create laws on all matters pertaining to the governance of the region through a simple majority vote.

LG08. The Lawgrove shall have the power to remove the Keeper, any member of the Domus, or Magistrate through a two-thirds majority vote.

LG08. (1) The process for removal shall be triggered once a request receives a number of signatories equal to one fifth (1/5) the number of voters in the most recent election (rounded up to the nearest integer).

LG08. (2) Should the target of the removal be the Keeper, the Omukama will appoint one of the Daimon to handle the proceedings of the removal.

LG09. The Lawgrove shall have the power to repeal declarations of war, effectively terminating action against the target of the declaration of war, through a two-thirds majority vote.

World Assembly[edit | hide | edit source]

World Assembly Delegate[edit | hide | edit source]

WA01. The World Assembly Delegate shall have the obligation to vote on World Assembly proposals as necessary.

WA02. The World Assembly Delegate’s vote shall be determined by a public vote of the Citizens in the region.

WA03. In the circumstance that the Omukama's nation has ceased to exist, or that the Omukama is otherwise unable to secure the region, the World Assembly Delegate shall assume that duty until the Omukama either returns of the Ihase ascends to the Omukama position.

WA03. (1) Should both the Omukama and Ihase be unavailable or have ceased to exist, then the Delegate will assume these duties.

WA04. In the event of a vacancy in the position of the World Assembly Delegate, the Majordomo shall appoint a replacement, subject to Lawgrove approval through a simple majority vote.

WA05. The legal World Assembly Delegate shall have the ceremonial title Janus, and residents endorsing the Delegate shall be referred to as Janian Magi.

Magistracy[edit | hide | edit source]

The Magistrates[edit | hide | edit source]

MA01. The Magistracy shall be the highest judicial authority of Sky Haven.

MA02. The Magistracy will select an Archmagistrate among themselves, subject to internal procedures.

MA03. There will be three Magistrates of the Magistracy, each nominated for a term lasting one hundred and twenty (120) days:

  • The Daimonic Magistrate; This Magistrate will be appointed by the Omukama following Archonate and Ihase simple majority approval.
  • The Domus' Magistrates; This Magistrate will be appointed by the Majordomo following simple majority approval in the Lawgrove.
  • The Janiculum's Magistrate: This Magistrate will be appointed by the Janus following Janian Magi simple majority approval.

MA04. In the event of a vacancy for reasons other than the expiration of the term in the position of a Magistrate, the relevant official shall nominate their replacement which will be subject to the same provisions as a regular nomination.

The Archmagistrate[edit | hide | edit source]

MA05. In the event of a vacancy for reasons other than the expiration of the term in the position of the Archmagistrate, the Magistrates will promote one amongst themselves to the position, subject to internal procedures.

MA06. The Archmagistrate shall be responsible for handling administrative matters of the Magistracy.

Powers of the Magistracy[edit | hide | edit source]

MA07. The Magistracy shall have jurisdiction over matters relating to Sky Haven law.

MA08. The Magistracy may decide its internal procedures provided they do not conflict with law.

MA09. The Magistracy may, once it receives a passed law from the Keeper of the Grove, prepare a legal review to send to the Omukama.

Military Organizations[edit | hide | edit source]

RM01. The Omukama shall be the Commander-in-Chief of any and all official military organization of Sky Haven.

RM02. The main military organization of Sky Haven shall be the Kali Paladins.

RM03. The Omukama may appoint a member of a military organization to the position of High Paragon.

RM04. The Omukama may promote officers and grant them ceremonial titles, as well as designate that power to deputies either partially or to its full extent.

RM04. (1) The High Paragon of a military organization has the same authority, limited to the organization where they hold the High Paragon title.

RM05. An officer can be a High Paragon in only one military organization.

RM06. Each military order shall have a council consisting of the Omukama, the military organization's High Paragon, and the senior commanding officers of the relevant organization as defined within the military organization's internal provisions.

Fundamental Rights of Citizens[edit | hide | edit source]

FR01. All Citizens of Sky Haven shall be endowed with these fundamental rights:

(1) The right to freedom of speech, given that it is not hateful in nature and does not violate the safety of an individual or the region.

(2) The right to freedom of assembly, given that it is not hateful in nature and does not violate the safety of an individual or the region.

(3) The right to freedom of the press, given that the material published is not hateful in nature and does not violate the safety of an individual or the region.

(4) The right to vote in free and fair elections and on legislation during their time as a Citizen.

(5) The right to a fair trial in all criminal proceedings in which the burden of proof lies with the prosecution and the defendant is considered innocent until proven guilty.

Carta Provisions[edit | hide | edit source]

Carta Supremacy[edit | hide | edit source]

CA01. The Carta Caelorum shall have the distinction of being the Supreme Law of Sky Haven and shall render any laws inconsistent with its provisions to have no force of law to the extent of the contradiction.

Interregional Agreements[edit | hide | edit source]

CA02. The Carta Caelorum shall supersede all interregional agreements and render any inconsistent interregional agreements to be wholly invalid and bear no force of law.

CA03. The Majordomo may negotiate and present interregional agreements with other regions before the Lawgrove which will be ratified and bear the force of law upon a two-thirds majority vote.

CA04. Interregional agreements shall bear the force of law until they are no longer in force. The Lawgrove shall have the power to repeal any interregional agreement through a two-thirds majority vote.

CA05. Interregional agreements shall supersede all statutory law and render any statutes inconsistent with its provisions to have no force of law to the extent of the contradiction.

CA06. Interregional agreements shall supersede later ratified interregional agreements and render any inconsistent later ratified interregional agreements to be wholly invalid and bear no force of law.

Amending Formula[edit | hide | edit source]

CA07. Any amendment of the Carta Caelorum will require a two-thirds majority by the Lawgrove to pass.
